Classic demonstration of the conservation of mechanical energy. Just wind the wheel up to the top creating potential energy and when it's released, it is converted to kinetic energy. Once the wheel reaches the bottom, it will start to wind itself back up converting the kinetic energy to potential energy again. It will continue for several minutes as friction slows it down.
